Many thanks for your report about this radar in the 40 m amateur radio band.
According to the screenshots you sent, it's more like the Over The Horizon radar Contayner B 29, a Russian radar system, which is unfortunately easy to find in the 40 and 20 m bands but also in upper bands. It uses a necessary bandwidth of 12 kHz and transmits with a sweep rate of 40 sweeps per second (sps). Due to the big amount of power used in these transmissions, it's not strange that its signal appears to be larger in a waterfall, reaching sometimes 24 kHz.

From the IARU Monitoring System we encourage the IARU to address complaints via their IARU Monitoring System National Coordinator to their government's PTT so that it can address an official complaint to the country which is sending the transmissions and keep on reporting them in the IARUMS R1 monthly Newsletter
Unfortunately, some countries are not following the ITU recomendations about transmissions in the amateur bands and / or argument that they are under cover of the ITU Convention, CHAPTER VII, Special Provisions for Radio ARTICLE 48, about Installations for National Defense Services which says that "Member States retain their entire freedom with regard to military radio installations".
